    The FBI said on Friday it is examining whether federal laws were violated by a Utah police detective who is shown on video assaulting and arresting a nurse after she refused to allow taking a blood sample from an unconscious patient. The July 26 incident involving Salt Lake City police Detective Jeff Payne is already being investigated by state authorities, who requested the help of the Federal Bureau of Investigations on Thursday. Four consultations were launched last month, following the 'Your Borough, Your Future' survey which ran last Autumn. After getting initial feedback then, the council agreed a three year budget in February, which set out how it planned to make £58m of savings.     Ukrainian President Petro Poroshenko claimed Thursday that the upcoming Russian military drill in Belarus shows Moscow is preparing its forces for a much bigger conflict. The comments came during his annual address to parliament. Russia’s backing of separatists in the eastern region of Ukraine and its annexation of Crimea show no sign of being reversed, Poroshenko added according to Ukrainian news site Ukrainska Pravda.
