    Foreign Secretary Boris Johnson is to travel to Russia for high-level talks in the coming weeks, it has been announced. The Foreign Office said Mr Johnson had accepted an invitation from Russian foreign minister Sergey Lavrov to visit Moscow.     A tiny, temporary committee of MPs set up explicitly to consider doubling the publicly funded income of the Royal Family took thirteen minutes to decide that, yes, the Royal Family should indeed have its income doubled.
