The 10 best cities for a warm winter break

Escape the icy grip of British winter with a last-minute break to a city where the welcome is warm. Marrakech Depending on your taste in temperature, you might argue that the former imperial city of Marrakech, in Morocco, is at its best in November. The raw heat of July and August (in the mid-90s, or over 34C) will by then have been replaced by a more restrained 72F (22C), making a walk around the medina – or across the central plaza, the Djemaa el-Fna – an altogether more palatable prospect. Kirker Holidays (020 7593 1899; kirkerholidays.com) is offering three-night escapes to the boutique Villa des Orangers from £1,069 per person, including flights and breakfast. The hotel boasts a swimming pool, just in case the days are still too hot. See our guide to ...

Angela Merkel to quit as party lader

Angela Merkel told her conservative party on Monday that she intends to step down as its leader but remain Germany's chancellor following a pair of state election debacles, German media reported. Merkel had previously indicated that she planned to seek another two-year term as leader of her Christian Democratic Union at a party congress in December, but appeared to be moving quickly to acknowledge pressure for renewal. Merkel has led the CDU since 2000 and has been Germany's chancellor since 2005. News agency dpa cited unidentified party sources as saying Merkel told an ongoing CDU leadership meeting that she's prepared to step down as party leader but intends to remain chancellor. The mass-circulation daily Bild also reported that she said she won't run again as p...

Bookies slash odds on coldest ever November after first snow of winter

Brace yourselves for an icy blast – bookies have cut the odds on it being the coldest ever November. Parts of the UK were covered in snow over the weekend and the Met Office said more is on the way. Daytime temperatures will rise this week to around normal for the time of year, 10 to 12C (50-54F) in the South and 8 to 10C in the North. But, the new month will see the nation start to shiver. Bookies have cut the odds on it being the coldest November on record to just 6/4. Met Office meteorologist John West said: “Our current guidance is that temperatures are looking like they are going to be below average by mid-November. There is a greater likelihood of some overnight frosts as well as some snow over higher ground in the North.” Mid to late November usually brin...

Lion Air flight crashes into the sea after taking off from Indonesian capital Jakarta

A Lion Air flight between Jakarta and an island off Sumatra has crashed, Indonesian search and rescue officials have said. A search and rescue effort has been launched after the passenger jet lost contact 13 minutes after takeoff on Monday morning. Debris including bags, mangled mobile phones and what appear to be pieces of aircraft have been found near where the plane is believed to have sunk, in waters 30 to 40 metres deep. The Boeing 737-800 left the Indonesian capital at 6.20am and was headed north to arrive in Pangkal Pinang, on the island of Bangka, at around 7.20am. An official from Indonesia's transport ministry has said there were 188 people on board, including crew. The crew of a tug boat nearby told authorities they saw a plane falling from the sky - r...

Mental health services to get £2bn funding boost in budget

Philip Hammond will announce a £2bn real-terms increase in mental health funding on Monday as he unveils his first budget since Theresa May told the Conservative party conference that voters needed to know austerity was over. The commitment should lead to comprehensive mental health support being available in every large A&E department. It suggests that mental health, long seen as a neglected area within the NHS, will benefit disproportionately from the £20bn-a-year funding increase for health announced by the prime minister in June. In pre-budget interviews on Sunday, Hammond refused to comment on reports that better-than-expected tax returns have given him a £13bn windfall, reducing the need for the substantial tax increases that had been anticipated when May ...
